Trying to get less blockiness , I've tried SVCD 352x480 and the resulting file size of the MPG is the same !!!!
I've tried 4:3 and 1:1 aspect ratio (output video) in TMPGEnc.
Same thing on 352x480 vs. 352x240 MPEG1.
WHY ??????????????

The size of the mpeg wont change until you change the bitrate....so try to increase it first to get less blockiness.

OK. But why ? Is there less information (pixels) in each frame/field ?

this means that only certain amount of data (bitrate) is allowed PER SECOND. It doesn't matter the resolution, whether is's 720x480, or 100x100. Whatever amount of bitrate you choose will be destributed over that resolution, whatever it is.
So, obviously it makes sense that for higher resolutions, you should try to use higher bitrate (since there's more pixels to cover).
