Load the files into ultraiso and save as bin/cue,if you need to convert then there's help on the left under HOW TO CONVERT and if you want to properly save mpg as playable vcd/svcd bin/cue then use vcdeasy.
    I think,therefore i am a hamster.

"convert" isn't the right phrase - "put them into" would be more adequate.
Continuing my old ISO/bucket analogy, you can't turn beer, coffee or any other beverage into a bucket, but you can pour it into one. My fav tool for making ISOs is ImgTools Classic (a front for mkisofs).

Not by itself, no. Again, you don't "make" video files into BIN/CUE - you just wrap them in a BIN/CUE.
You can then burn the bin/cue on to a recordable CD or DVD, but that will yield the same result as if you wrote the AVI/MPG files as data to a recordable CD/DVD using "any" burning app.
A BIN is just an "image" of a CD or DVD. It's not related to any video format at all. (In fact, it hasn't even to be a CD/DVD - you could make an image of your HDD, but 99.999% we're talking about CD/DVD images.)
The CUE is instructions for the burning app how to burn the BIN to the CD/DVD.
I strongly suggest you head over to the CONVERT section left, and read up on AVI/MPG to VCD/SVCD/DVD conversion.

If you want to watch them on your dvd player, you will need to author the files with a DVD Authoring program. Look under the tools sections for this. They are some excellent guides that tell you how to author.

For the case for mpeg1 files, you can create a VCD to watch on your dvd player by using burning a VCD compliant disc using Nero or whichever burning software you prefer.
