I have a DivX movie that I want to put on VCD but it has 25 fps. I need 29.97fps for VCD(NTSC) and I don't want the file to get jerky.

I think all DVD players play both PAL and NTSC VCD's ... there should be no reason to convert the frame rate
it's only NTSC and PAL DVD's that are a problem - VCD's are ok at 25 fps -- both my DVD players will play NTSC, NTSCFilm and PAL VCD's -- I believe its the same for all.
Don't change frame rates unless you def have to --- test it on a small part of the movie first - I bet it will play just fine.
