Ok, say the AVI(DivX) file is around 650mbs, When Im converting that to Mpeg2(SVCD), Should I set the bitrate thinking ill be using 2 or 3 cds? can u tell a difference in quality if you use 2 or 3 cds? thank u

Don't expect a higher quality. It's hard to make the SVCD better than the source. You can fit about 40-60 min on one SVCD. If you use 3 CDs, you can increase the video bitrate, that may increase the quality too.
