The word is "author", provided your MPEG-2 files meet DVD specs. Check out the Tools section (to your left), and look at DVD Authoring Tools. AFAIK DVDAuthorGUI, IFOEdit and GUI for DVDAuthor are all free. Also check out the "Author" section under "How To" for guides on this process.
    If in doubt, Google it.

No, they won't burn anything. They're authoring tools, not burning tools

What you need to do is firstly check if your MPEG-2 files are DVD-compliant (my guess is that they're probably SVCDs, which aren't DVD-compliant), then either convert them to DVD-compliant files and author them (conver tthe MPEGs to IFO, BUP and VOB files) or use software that will accept SVCD MPEGs (DVD-lab does AFAIK).
    If in doubt, Google it.

I use TMPGEnc Plus to encode and TMPGEnc DVD Author to author.

I'd suggest you check out the Tools section, and then the guides section. It's all there

    Here's a couple of links:
    Video Encoders
all-in-crap-one tools (convert and author in one step)

    If in doubt, Google it.

VSOdivxtodvd is probably one of the easiest and better tools to use for a beginner to convert a file and get all of the necessary dvd files in one click. Dvd2svcd is a real good free program. However as jimmalenko stated I have yet to find a substitute for the good old fashion way.

If they are SVCD compliant mpegs, I'd suggest running them thru svcd2dvdmpg, then author with TMPGEnc DVD Author.

Or just author them as they are with DVD-Lab, ignoring the warning about non compliant mpg.
