I want to create a DVD from my Xvid file. It has dual audio that can be switch and has an sub file. I want to author the dvd so that I can switch audio and turn the sub on and off.

You will have to demux both audio streams and the subtitles, encode everyting as compliant, then author using something like DVD Lab Pro or DVD Architect 3 that can handle multiple audio and subtitle streams.
