I have a problematic (scratched) DVD which when I decrypt always fails on one specific VOB. I can decrypt all except for this one VOB. How can I make a DVD from the incomplete decrypt??

Depends on what that vob is. If you don't mind losing the entire titleset then just take one of the other vobs, preferably a really small one, and copy it to a new location. Rename it to what this corrupt vob is and move it back into your VIDEO_TS directory. Now open the IFO for that vob in IFOEdit and delete playback for each of the PGCs and then hit save. Now when you play the DVD, if you select any of the items that were in that vob the screen will go black for a second and then return to that menu. Everything else function the same. Or if you can find a replacement for the missing vob you can do that too. Once I had a DVD with a single corrupt vob containing the trailer. So I downloaded off the internet, encoded, and authored to vob, that trailer and just replaced it with that. Couldn't tell any difference at all.

Depends on your definition of easy. The process I just described literally takes about 5 seconds.
