    Is There a way to join 2 bin files or even 2 ISO file together?

    No.
    BINs and ISOs are just "container" format - like buckets, they can contain anything. You have to extract what's inside (mount them with Daemon Tools) and see if there's anything that can be joined.

    is there a way to burn 2 ISO files to a dvdr? usually use DVD decrypter to burn ISO files but i dont think it will let me add 2 ISO files. I hate to waste a 600mb iso file on a dvdr.

    An iso is a disk image file, a 600 MB iso is probably a CD image file. You can either burn it to a CD or extract the information and burn it to DVD in the appropriate fashion. Without knowing what's in the iso it's not possible to give you an exact procedure. Isobuster will let you look at and extract from an iso.

    its a kids movie for my daughter. I did burn it to a cd but it wont play. he screen shows some files and folders.

    Is it a VCD? SVCD? What "files and folders" do you see?
    To carry on the bucket analogy, you can't make 2 buckets into one big bucket, but you can take one big bucket and pour what's inside the two smaller into the bigger.

    when i burn the ISO using alcohol120 on a cdr i get the following on the screen:

    root folder
    data folder
    directX folder
    manual folder

    am i burning it in the wrong format in alcohol120?

    open the iso images on your hard drive, extract both to same folder with cd mage. then burn.
