How can we edit a video to make it play faster?

Two ways readily spring to mind:
Change the framerate.
Change the duration of the clip (drop some frames).
Which way you go depends on what sort of file you have (MPEG, AVI etc) and what you'll be playing the file on when you're done (PC or set-top player).If in doubt, Google it. -
In Premiere just right click the video on the timeline and select reverse speed by checking the box.
