Hi,
which bitrate should I choose, to people with 56 dail-up modems have no problems with fluent viewing of streaming FLV video ?
And what about buffer size ?

Unless it is live, it is a matter of your personal preference. The users media player should buffer the file and play it as it is received.
If it is live, then it will end up very poor quality and/or look like a slide show.
Just experiment and see what feedback your users provide.Google is your Friend -

But what is typical maximum (recommended) bitrate, that general 56 modem is able to receive fluently ? 40kbps 39kbps 35kbps.....etc...??? -
There most likely is not a good answer. I know from my past experience that dial-up speeds vary from different modems, time of day, and different ISP's. I expect you will end up with a number on the low side.
Your best bet would be to get feedback from a couple of the users of your service.Google is your Friend
