    Is there any authoring apps that only allows you to do single layer DVD?

    well with tmpg dvd author audio comes out of sync and nerovision gets errors.

    The former: I don't think it's related to the output size, the latter: To be expected...

    Author your DVD to a folder on your computer and check the a/v sync, burning probably is not the source of your problem as mentioned.
