I would like to convert a DVD .iso to DVD. I'm trying to make the picture look better. I can't find the perfect guid to learn from. Plz help

In what way are you trying to make the picture look better ?
ISOBuster or even WinRAR should allow you to extract the contents of the ISO file out to the individual IFO, BUP and VOB files. Then depending on what you want to do, you may need to demux the VOBs - I would use VOBEdit for this. Or you may need an MPEG file - in which case, https://www.videohelp.com/guides.php?guideid=638&howtoselect=3;6#638 might have some answers. Or you might choose to use some VirtualDub or AVISynth filters - in which case, Virtualdub-MPEG2 or VirtualDubMod might come in handy because they can open VOB files directly.
You really need to spell out what you wish to do (in what ways you want to make the picture look better) and what you've tried so far for anyone to offer any meaningful advice.If in doubt, Google it. -
A DVD .iso is a DVD already. (Separated from its media.) Just write it to disc with DVDDecrypter. Or mount it with Daemon tools, to use it as a virtual DVD disc.
About making the picture better - it involves filtering and reencoding, and what filters to use depends on what's wrong with the source.

ok now I got them extracted to my HD so now I want to join them together. After it's all joined together as 1 file, I would like to reconvert it to MPG with higher video bitrate. thx

What's gone is gone. Go back to your original DVD, re-extract it, then compress using DVD Rebuilder with CCE or ProCoder to get the highest quality backup. Or use dual-layer disks.

Why increasing the bit rate wont increase quality, is often answered with "You can't polish a turd".
I can't really find a good metaphore, but let's say you take a picture with your camera, and find out it's badly focused. You can't get a focused picture out of that by taking a focused picture of the unfocused one.

You have a video file encoded at a certain bitrate to give you a certain quality. You can't just throw a higher bitrate at that same file and expect the quality to improve, automagically, because you cannot "create" new information that isn't there already. You can restore imformation to a degree, but simply upping the bitrate wholly and solely on its own will not do anything.If in doubt, Google it. -

There is a story told by Jerry Lewis about meeting Stanley Kubrick one late night while he was editing 2001. Kubrick was talking to Jerry about how difficult it must be to be the writer, director, actor and editor of a movie, and how he admired Lewis' ability to do all this. Lewis made some comment regarding the quality of the film, and said to Kubrick - "well, you can't polish a turd", to which Kubrick supposedly replied "You can if you freeze it".
