Is it at all possible to convert, lets say a DIVX AVI to an MPEG-1 VCD compliant video file with the same exact picture and frame quality from the DIVX file with TMPGEnc? I only wish to create a VCD and nothing else. If it is possible, what settings do I need to set to get the result? Thanks in advance.

everybody wants to do that; only sofar everybody failed.
DivX uses MPEG4 technology. VCD is MPEG1 ,logically its worse, or should i say, different then the DivX MPEG4, and therefor you cant build the MPEG1 (VCD) pictures the same way as with MPEG4 (DivX).
It should however be possible to use the divx coding which is compatible with MPEG1, and rewrite the non-mpeg1 parts. however, so far i know zero programs capable to doing this.
