Is converting from ntsc to pal just a matter of framerate?

I want to change framerate of movie from ntsc to pal, i use virtualdubmod to save the video at 25fps and then save the audio. When i try to convert the audio with ac3machine for besweet it won't transcode, the black transcoding screen screen flashes onto the screen for a second and then nothing, no file saved nothing. I have followed the guides and am wondering if i have ac3machine configured incorrectly.
    Peace

It depends on the source and destination.

If it is dvd and you are going to convert to dvd you must resize.

If it is avi you don't have to do any resizing. You don't have to reencode the video at all, just change the fps and reencode the audio.

    The format is AVI
I've started transcoding with besweetgui and everything seems to be going well. I used the preset NTSC to PAL and the profile MP3 for AVI as the audio is in lame mp3, what do you think Baldrick, will this play better on a pal standalone?

generally, if your player supports both formats, let it do the work for you. You will get better results than software conversions. If it doesn't support both formats, then you don't have much choice.
