    First, I am not a person who speak and write English flute, so that I will demonstrate my problems here for you to easy to understand.

    I have a video file that have resolution 320 x 240, fullscreen, like this



    Then I would like to add two black bars in top and bottom of the screen so that it look like exactly the wide screen. Notice that the resolution still remain as 320 x 240 but the height of the "movie" shrink a little bit.



    How can I do? Please help. Thank you.

    You have to reencode. I'd do the resizing (and border adding) in VirtualDub or AviSynth, frameserve to the encoder (I suspect it's for VCD at this resolution?)

  3. The problem is that simply adding the black will throw off the aspect ratio. This is very well to see in the pictures you post. Then you need to crop some from the full screen picture in order to preserve the AR. That means you will lose some picture - if you really want try to crop only from the bottom - otherwise half of the head of the person will be cutted.
    You may find FitCD useful for right values to crop and resize.
