IMO, I would say that jimrak 's scenario was different, and not intirely
related to justinluck (and mine, for that matter) 's noise issue.
(I posted in a similar thread on this, but I do have a separate thread
from ages ago on this same issue - see 'Line Noise' something)

History ...

Although I found a replacement (long time ago) to my Analog capture methods
(advc-100 device) its only temporary to my "best method" process.
.
I mentioned I used many different types of analog capture cards in all
my attempts to rid the line noise. In every attempt, I failed. I'm on
a very long-term break from this. But, seeing your post/topic brought
back some dreaded memories, and I was just sharing them here w/ ya.
I've tried so many things, that I feel I've tried them all w/ failed
results. But, there could be a few tiny little ideas that I haven't
tried (or gotten to yet) thus far.
.
I've seen several sample pics from users here, fulci and brainstorm69
and from my quick analysis, I did not see any noise in their pics.
(fwiw, they were captures from dvd sources mostly)
I can't recall their system setup, but you could poll their given
computer setup if you search their posts. It would be interesting to
see if they have a similar setup as you, or mobo brand/make/model, etc.
You can see mine specs by looking at my computer details icon.

Back on target ...

Have you tested varoius sources to see which one is more dramatic, (ie,
vhs/vcr vs. dvd vs. cable box vs. satalette box vs. other) in noise ??
.
If might be a good idea to test this out, to see if we *are* in sync
with the line noise issue. (would be interesting to see)
The more this issue proves common from user to user, the better the
chances are at finding a remedy/solution.

Another Idea for you to try ...

* Have you replaced your power suppy from your pc case
* Use other ram chip speeds/brand etc (ie, pc2100 vs. pc2700 etc)
* remove all hard drives except for the capture one.. and test which
.. one yields more (or lessor) noise from each.

That's all I can come up with, for now.
