I use WinDVD Creator to burn Home Videos on a DVD+R. And the video is not as sharp/clear as when played back on my camcorder.
Is there anyway in WinDVD Creator (or some other way/program) to make the transfer burn more sharp (and not so smooth) ?

What's your source format? DV? If so, encode to DVD mpg using some dedicated mpeg encoder (TMPGEnc, Procoder, CCE...) and author with dedicated authoring app (DVDAuthorGUI, DVDLab, TMPGEnc DVD Author).
That said, you'll never get the same quality as your source, as mpg video (which is what makes most of a video DVD) is a lossy compression format.

The file source format is a simple mpeg, would I have to convert this video before authoring it in DVDAuthorGUI, DVDlab, or TMPGEnc DVD Author? Or would those programs automatically convert the file for me before burning on DVD?
Also with those programs would I be able to add multiple mpegs (like songs for CD-R) before burning?

Whats your capture device? Intervideo's encoder is not the best. Have you tried the the sharpness control in WinDVD Creator? Sometimes this helps.
Other options include running your source thru a proc. amp. or video detailer (another piece of hardware). -
If your mpeg is DVD specs (see What is top left), no further processing should be necessary before authoring. If they aren't, use same encoders as mentioned earlier to encode to DVD specs. Then author using one of the suggested tools (they don't convert - that's not a task for the authoring app). You can put as many mpg sources as you wish on one DVD and create a menu to select which to play (or make them all play in sequence, or...)
