When I capture to SVCD, should I deinterlace? My main purpose is to watch on standalone dvd, but may watch on puter also.

Please, please, search the forum about this. This has been discussed, in-depth, a number of times.

MPEG2 (SVCD) supports interlacing so it's not necessary to deinterlace. MPEG1 (VCD) does not support interlacing so you'll need a deinterlaced source. For a capture, you'll have to run a filter.
For a DVD rip, it's a telecined source, just enable force film in DVD2AVI or use an IVTC filter. IF it's a DVD that's actaully NTSC 29.97fps true interlaced, then you'll need to use a filter just like a VHS captured source. -
