  1. I have 2 svcd files they have a frame rate of 23 fpm.
I would like to convert them to 29.97 fpm so i can put them on a dvd.

The way i had always done it before was to convert them with TMPGEnc encoder. which usually takes me anywhere from 8-15 hours. and with that im really just changing the fpm rate.

Is there a quicker way to do this?

  2. Yes, there is a quicker way. Extract the mpegs from the SVCD's and add 3:2 pulldown flags with pulldown.exe or DGPulldown.

They still will not be DVD compliant though because SVCD is 480x480. DVD requires 352x480 or 720x480. Also SVCD audio is 44.1khz and DVD requires 48khz.
