Sorry, none that I know of UNLESS you are the owner. IP address ranges are allocated to various companies who then assign them to machines. ISP's typically randomly assign a dynamic IP when you dial-up or reboot your cable modem. Some ISP's allow you to purchase a fixed IP that is permanently assigned to your machine/modem. Technically they still own it, the just take away the "random" part. I suppose that IF your ISP had an IP address you wanted and IF they allowed fixed IP's, you could request that they rent it to you.

Actually, if you're behind a firewall, you can change you address to a static based #, as long as it follows the class convention of the subnet. -

man its more complicated than i thought, i personally thought that there was somewhere an IP address maker, or something...ahhh, wishful thinking, its a very powerful tool, and can be fatal, i used wrongly... :P
thanks anyways, i used stiltman's advice and i was pleasantly unsurprised when my internet was not working after the change...

You can also change it through your router, if you have one.

You may not have to rebott. If you are running XP, open a command window (type cmd into the 'run' dialogue and hit OK). Type ipconfig /release and wait a few seconds. Then type IPconfig /renew.
Note, all of this is moot if you have a static address (my previous adsl was static address based, although my new one is dynamic).Read my blog here.

Before you try any of this, open your network connection properties and see if there is an IP address shown there (highlight the TCP/IP option and click on properties) or if 'obtain an IP address automatically' is ticked.
If there is an IP address there then you have to get a new one from your ISP. There is nothing else you can do.
If you are getting one allocated everytime you log into to your ISP, the using ipconfig /release resets your address, and ipconfig /renew requests a new IP address from the DHCP of your ISP. It is perfectly safe. Worst case, you get logged off, and when you login again you will be allocated a new IP address anyway.
The other option, depending on why you need a new IP address, is anonymous browsing software, which uses proxy servers around the glode to hide your IP address while you surf. Google for more info.Read my blog here.

Pull the network cable out of the back of your computer and tie it around your neck very tightly. Seriously though, just cycle your modem on and off a few times durring peak connect times where lots of other users on your provider's network are usually powering their modems on and off. That should get you a new one. If you are on broadband and aren't paying extra for a static IP you have a dynamic IP and it will change.

Just use one of the free anonymous web surfing sites.
such as

that should fix any IP logged related problems
I use American ones quite successfully to obtain software there military dont allow to exported out of the USA, (Encryption software) -
after asking myself why nothing was working i asked my friends an fam why it wouldnt, it is pretty simple. ROGERS digital cable has a fixed and not a dynamic IP for the comps, thats just the way it is, thats why i have the ip that is unchangable... thanks for all the help.

My cable modem has a fixed address also. If you need just a temporary change, you could do what pyscrow
suggested and try a free proxy server.
It will slow down your access speed, but you will be somewhat anonymous. For security, don't send anything over an anonymous server such as credit card numbers, etc. They are not secure. -

ROGERS digital cable is technically not fixed, but pretty darn close ...
if you call them and make up some **** and bull story about being DOS'd , they will reset it for you ...
or if you just keep resetting the cable modem lots of times - it sometimes will change ...

to change MAC address, depends what type of network card you have ... ussually you go into your network card properties and often you can change it there ..
