I have a TV tuner card in my pc and I have captured some videos with it in MPEG2 format, size : 720x576. The captured videos play smoothly on my pc.

Recently I tried to convert them to MPEG4 format using a program. The resultant video has good audio and video quality. Only problem is that some frames seem to have been skipped. The clip will play smoothly and suddenly skip a few frames and go forward. Even when this is happening the audio is playing smoothly. After the video has forwarded a little, the audio and video is perfectly synchronized though. Why is this happening?

what tool are you converting with? and what kind of mpeg4? wmv? divx? xvid?

you can try some other tools like autogk, dvx, dr.divx, vidomi, virtualdub-mpeg2 . and be sure to convert to same framerate as the source.

I am using CyberLink PowerEncoder MPEG4 AVC Edition to encode the tv caps. into MPEG4 format. The program lists it as H.264 format. I don't have deep knowledge of this subject. The converted file is saved as *.mpg file.

I have tried Dr.DivX but the resultant video has too much quality loss. This H.264 format is the first one that I found which reduces the file size without much apparent loss of video quality.

Okey...the new h264/avc encoders aren't perfect yet. You can also try Mainconcept H.264 Encoder and Moonlight OneClick Compressor

AVC requires a lot more CPU power to decode.

Cyberlink uses Moonlight's compressor and MainConcept is supposed to be total crap.

I would suggest either Nero Digital or x264. That way you also get to use mp4 as a container.
