    No. Resolution is fixed, bitrate can be fixed or variable.

    ...but the mpeg compression may (at a too low bitrate setting) in effect lower the resolution (treating a group of adjacent similarly colored pixels as one big identically colored block).

  5. As mats pointed out, the term resolution is a bit misleading in this context. Normally the term resolution we think in terms of clarity or focus (at least I do). That's how it's used all our lives until we get into using computer monitors!
