Ripping Mpeg

Is there a way to rip a scene from an mpg or mpeg? I ripped a dvd to mpg form and not I want to rip a certain scene from that mpg. Not to mention I have other mpg's with scenes i'd like to rip. Is there any type of program or way of doing this? Also I'm trying to rip a scene from a VCD. Is that possible? How?

TMPGenc. Use MPEG Tools-> Cut and Join. Select the portion you want and you can then export it (be sure to export it as the same format!). If you want to encode to a different format such as MPEG1 or DivX avi, just do a source range before encoding. For DVD export as MPEG-2. For VCD export as MPEG-1 VideoCD. Hope this helps!
