Can I use any encoder programs from tmpgenc to use with DVD Rebuilder instead of CCE?

You do have to edit the Rebuilder.ini to get it to work

Well if he doesn't want to pay for the Pro version and wants the free version, then he'll have to edit the REbuilder.ini file and change the line that points to the QuEnc.exe to the HC_Batch.exe (then use QuEnc mode). It also needs an HC.ini file in the same folder as the HC_Batch.exe like this:
*maxbitrate 8000
*matrix qlb
*profile best
*logfile C:\Program Files\DVD-RB\HC\test.log -
