While I have some experience using DVD shrink to create backup copies, I know very little regarding DVD editing and authoring software. What I would like to do is this:
I would like to take specific short scenes and/or chapters from multiple DVDs that I have already ripped to my hard drive, and burn them to DVD. In addition, I want to have a menu whereby I can easily select one of the scenes for viewing. It would also be cool (though it’s not vital) if I could edit the scenes so that they fade-in and then fade-out, so as not to abruptly start and then stop.
Any help or suggestions are much appreciated.

You can use mpeg video wizard(free trial available) to cut clips from the dvd/vobs and also add fade-in and out. Then author the clips with tmpgenc dvd author or dvd-lab.
