  1. Hi

Does anyone know the best software to do this and which format should I use in order to save on size but not too much of a decline in quality?

Decode to wav, reencode to MP3 at a lower bit rate. What tools you use won't affect quality that much, but I prefer lame for mp3 encoding.
If your player handles .ogg, try ogg at a really low bitrate, like 48 kbps. Sounds surprisingly good (I use it in my cell phone, where I'm limited to a 16 MB mem stick).

No need to decode to wav as lame supports mp3 input unless you compile with --disable-decoder. Think I posted a script somewhere around here to re-encode all files to a mirror directories and copy the original id3 tags over.

  7. Use an encoder that uses Lame if you want to reconvert to a lower bitrate MP3.

Other options include OGG, WMA or even Apple's AAC.
