If I capture a video at 640*480 then convert it to a viedo CD 354*240 with TPMG will I notice any difference than if I captured the video at 352*240?

uuuuummmm, it is 352x240...and if you use a precise bicubic resizing, yes.

So if I capture at 640*480 then use tpmg to make a video cd at 352*240 the quality will be higher.

The best thing to do would be to do a test and see if it is worth the encoding/frameserving time to you...I always take advice from here, but you have got to test it to see if it make a difference to YOUR eyes, else why waste the time resizing?

What are you capturing from? TV or VHS or professional commercial VHS? It makes a difference.
