How many MB/S does an XVCD file take if it is 2500-3000 kbps?
And how many MB is an average XVCD 1.5 hour movie?
I need to know this so that I can properly cut the movie to fit it on CDs.

At that bit rate, you are looking at about 23+ MB's per minute -- or ~35 minutes per 80 minute CD-R. So a 1.5 hour movie would take roughly 2.4 GB of space on 3xCD-R.
If you don't want to cut these MPEG's by hand -- and you are not too fussy about where they break -- then you could demux them and mux them back using bbMPEG or TSCV. These tools will cut the MPEG up for you.

On an 80 min CDR, 2500kbps will enable about
41 minutes, 3000 kbps will enable about 34 minutes.
