Any help is appreciated, I attached a pic of what my video playback looks like:
I reinstalled windows (server '03 trial) have a radeon 9600. It dosen't matter what codec is used (divx, xvid, wmv) they all have these square artificats showing. Even with VLC player (which has all codecs tied into the software) it still shows the same. I am guessing it has something to do with the video card yet I have tried hardware acceleration all the options.
Could it be something w/ the drivers for the Radion? I also have a haugepauge capture card that is installed.

I just finished reinstalling the drivers for Catylist, turns out that somewhere along the line the DirectX needed updating, 9c and then running dxdiag and enabling direct draw fixed it.

Yeh, cool.
You came to the same conclusion I was thinking- something got lost after reinstall.
