There is no 'best'. There is only what is 'best' for you.
Define what you want to do, how complex you want things to be, how much you are willing to spend and how much effort you are willing to put into this and maybe someone can offer a few suggestions. I use dvdauthorqui
It can be downloaded from this site. It is free, very easy to use and gives very simple menues that don't take up much space.
Don't think it's the best, but it is simple to use, free, and works just fine. -
Your question is unclear. There are 2 components to creating a menu: first, the graphic look and layout of the menu bitmap. Second, the setup of buttons and chapters etc. and their interconnection in a way that lets the user navigate the DVD.
As far as generating just the graphic bitmap you'll use as the background for your menu, any decent graphics program will do. Adobe Photoshop, Photshop Elements, Fractal Design Painter, Corel Draw, DVD Menu Studio, just about anything.
If your question centers around which DVD authoring program is best, however, there's a lot less choice. Most DVD authoring programs are pretty bad. Far and away the best DVD authoring programs right now are DVD Maestro (no longer sold) and Ulead DVD Workshop 2. For ease of use and features, these 2 beat anything else hands down. For much more limited primitive DVD authoring, MyDVD and TMPGenc DVD Author work okay. They won't let you do anything truly sophisticated but they're sort of all right for beginners. I find DVDLab very hard to use but some folks like the user interface on that program; it's very full-featured, but al lthe lines and flowchart stuff going everywhere make my head spin, almost like Scenarist.
