I can capture a home video (VHS) to the PC in either AVI or MPEG2 format. The film is quite dark and I would like to use an editor that will let me use Colour/Brightness/Contrast etc. to edit it before I burn it to a DVD.
Any suggestions to such program please? I would prefer to edit the MPEG2 if possible.

You can use TMPGEnc Express or the standard TMPGEnc to adjust the color/contrast/brightness then reencode.
I capture VHS using WINDVD Creator 2 with the Plextor ConvertX and that allows you to adjust the colors/contrast/brightness when you capture. There are probably better apps out there but this one came with the ConvertX. -
Before you edit the film have you tried watching it on your dvd with a dvdrw?Watching on a computer monitor will give you much darker pictures than a tv screen at times.
