I want to burn an mpg file to a cd but when i try to open it in the EASY CD CREATOR - VIDEO CD it says it's not acceptable in 1246 kbits video bitrate.
what can i do?

use easyvcd, it's free and found under tools, or you could switch to nero, both will burn non-standard vcd's

In TMPGEnc go to MPEG tools,
click on Merge&Cut, add your file, choose MPEG Video CD in drop-down box, select output file and press Run.
This will create Video CD compliant MPG which you can write to your VCD without any problem.
