Encode Mode should be set to "3:2 pulldown when playback". This will force the DVD player to perform a 3:2 pulldown when it plays the video to your TV (to make 29.97 fps). A few lines above that, Frame Rate, should be set to "23.976 fps (internally 29.97 fps)".

Well... after alot of headache, I've given up. Each episode that I'm trying to de-interlace seems to have frame inconsistencies at nearly every break (commercial interruptions, title sequence, etc), and it's too big of a pita to take up my time. Maybe at some point, I'll try de-interlacing a whole movie (hopefully no inconsistencies), and I'll try and use these suggestions. Thanks!

If only there was a program or filter that could recognize interlaced frames and automatically correct the sequences.... ahh to dream...

FieldDeinterlace plugin for avisynth has such abilities AFAIK.
Edit: for recognition of interlaced frames I mean (it check the frame and deinterlace only if it is interlaced), not for correction of the sequences
Edit2: Ah, this is not a separate plugin, sorry, this is a function of decomb plugin.
