In the TMPGEnc wizard, it can show you what the projected file size of a converted mpg file will be, before you even convert it. If you slide the size scale to make it a smaller amount of Megabytes, the video kbps will be adjusted accordingly.
I am looking to do something similiar, but for AVIs. I want to convert divx movies to a smaller size so they can fit on my pocket pc. Please tell me a program of give me any info that you might think will be helpful to what i am looking to do.

try dr. divx or Pocket DVD Wizard or Pocket DVD-Studio or PocketDivXEncoder or learn how to use virtualdub and config the video bitrate manually.
