custom center?

ok.......i have a vcd good quality and i changed it 2 a mpeg....but it iz full screen size......i wuz wondering if there iz a way 2 make the picture a bit smaller......i tried going into settings (using tmpge) and clicked center but it iz still a bit 2 big.....so i tried custom center but when i tried it the picture did not go all the way across the screen.......so i wuz wondering if anyone out there has any good custom settings i could use.....i want 2 try and get it 2 look like a dvd screen quality.....like how dvds come looking like a little box in the center of your screen.....if anyone has any good custom settings for me 2 use could u give me a hand......hope i made sense.....peace

Try this:

Open TMPGEnc, ==> Settings ==> advanced ==> change source aspect ratio to 16:9 ==> Change video arrange method to: Full screen (keep aspect ratio)
If I remember correct, black borders will be added, and the picture will be a bit smaller
