I have a DV .avi that I captured from VHS (using Premier) of a picture slideshow containing about 200 pictures. I am trying to get each picture as a .bmp file.
It is a 22 minute video, and I have created unnumbered markers at each frame where I would like a .bmp created.
What is the easiest way to get the 200 picture files created?

File > Export > Movie (select bmp, instead of AVI). Change the framerate to 1fps and export it.
You should now have 600 bmp files. Delete the duplicates and keep the rest.
