I captured with Power VCR 2 in DVD pal settings with 5500 kbit/s. Since this is to big I want to convert to vcd. The problem : after converting with Tmpeg the video is chopy like hell. I tried to set the gop structure the same but that didn't help.
Can anyone help ??
The captured video is fine.
