I am new at this DVD-Lab and I can't figure out how to change the bitrate. In the project properties there is the option to change the resolution (720x480) but I don't see the option for the bitrate. Usually these two settings go hand-in-hand and are very useful to shorten the final output size so that it fits in a 4.3 GB disc when the original project exceededs this size.
Any info on how I can change this setting will be appreciated.

Please forgive my ignorance but when you say that Dvd-lab doesn't do any encoding, what exactly does this mean? Doesn't the project have to be "encoded" in order to produce the authored DVD?
From my experience, with NeroVision, Pinnacle Studio and TMPEGEnc DVD Author, both the resolution and bitrate can be set to fit an oversized project into a 4.3 GB DVD. Is DVD-Lab not the same as these other tools, an "authoring software"? How is it any different?
Again, forgive my questions but I am trying to understand all this.

DVD-lab doesn't have an encoder built in, so all your video and audio has to be encoded before you import it. Using a program like TMPGEnc to create your video and audio, then use ffmpeggui to create the audio to either ac3 or mp2, then import the m2v and ac3 (or mp2) into DVD-lab.
The only way to shrink your project otherwise would be to try a program like DVD Shrink, but you should ensure your video and audio fit in your project (you can use a bitrate calculator to help you). -
DVD Lab Pro does now a rudmimentary transcoder, so if you assets are slightly oversized you can resize them down. It is always better to get it right before authoring though.
