JES Deinterlacer can be used for 50% slo-mo, too:
The source material must be truly interlaced (i.e. 50/60 _genuine_ fields per second) so it can do a "bob" deinterlacing, i.e. make a whole frame from the half-frame (so you get 2x more unique frames to slow down). With slow shutter speeds this trick doesn't work because then the video is essentially progressive.
