How do I brighten a movie using TMPGEnc? Also, how do I get rid of the black blotches in the VCD's I'm making?

Before you hit the start button, hit the settings (Bottom right) then select the advanced tab.
From there you can change a lot of things like brightness etc

To increase brightness also try cranking up the GAMMA found by clicking on Settings, advanced tab, then DOUBLE click on color correction.
