I've searched thru the guides and forum posts but I haven't found the solution.
The sources are: mpeg2 stream (raw) and a subtitle (any format).
How to mux them together to get mpeg2 with hard encoded permanent subtitles?

virtualdub-mpeg2 or avisynth and vobsub and frameserve to a mpeg2 encoder.
