I have a .DAT file thats a movie. Can I just burn it as data onto a CD and watch it on my DVD player, because my player can recognize MPEG without having to have all the VCD folders.

No you can not burn it as data. You have to burn it as a MEPG1 file. Just use NERO and pick VCD and drag it in and NERO will burn it as MEPG1 and make the VCD file for you.
