I have lost half my hair in trying to figure out how to make "a small clip may be 176x144 resolution, 15 seconds duration which is smaller than 500 kb".
Please do not suggest 'wmf' format as most of the people could not open it so I am keen on MPEG.
Tmpgenc with all possible combinations gives larger than 1.5 mb.
I want to make MPEG clip of my family wishing Xmas and want to surprise my friends..
PLEASE HELP ME...

Just use TMPG Encoder as you are, but lower the bitrate to around 256Kbs.
Also use MPEG-1 and not MPEG-2 because at bitrates below 3000 MPEG-1 is much better than MPEG-2.

Thanks kwag, you solved almost all my problems.
Can you tell me how to compress audio , as I observed that audio takes up as much as 50% of the clip space.
