I have a 3 minute uncompressed AVI file that occupies lots of space on my hdd (2.6 GB) that I would like to compress, burn on a CD and remove with least quality loss.
(so in this case quality is more important for me than file size,cause it's a short music video not a movie)
How to make it to be exactly 700MB?
I've tried many different settings when trying to compress it with DivX,I choose highest quality and everything,constant bitrate etc,but the max size that I get is hundred and something megabytes.
How to preserve more quality but at the same time making it still possible to fit on a CD?
Which compression codec should I use? etc..

Why does it have to be exactly 700MB? If the compressed file at (100MB+) play ok and looks good, what's the problem? Nyah Levi

What do you intend to play it on? If it's only a computer, just use MPEG-2 with a high bitrate or maybe Huffy if you want to keep it as an AVI with good quality. DIVX is not a good choice with what you have.
If you intend to use a settop player, you need to use a format like SVCD or DVD or CVD or possibly XVID to make it compliant with your player. Those formats have a maximum and minimum bitrate. Check the 'What is...' to the left for each format. -
Sounds like DivX achieved saturation at ~100MB's. You could try XviD at constant quant 1 with a high quality quant matrix. I don't think DivX uses quant 1's and it can only use MPEG or H.263 quants. Or as already suggested huffyuv or another lossless codec, with lossless audio it might bring it down to 700MB's.
