You have to be careful when you say "cheapest" because it is quite easy to get burned (fake media, incompatable media, etc). Prices change, and there are often sales/promotions, so shop around. Also consider the playback device: what brand/model do you have, or will these be distributed to other people? You might consider buying a "sample pack" from an online store, or buying a small quantity of various media to test playback.

***Do not buy a large quantity without first testing a small quantity first. This is the best way to avoid wasting $$$ and time.***

Avoid Generic "no-name" and "In-house" brands. Check for weekly sales at places like Office Depot, Staples, Best Buy, Circuit City, and Fry's (online, sunday newspaper ads, or stop by a store). You can often get Maxell (look for "Made in Japan" near the UPC bar code), Fuji ("Made in Japan" = Taiyo Yuden), TDK (look for "Made in Japan") for great prices after rebates.

www.rima.com is a great place to buy from (especially Taiyo Yuden) if you are in the US.

IMO it is better to spend a few pennies more per disk and know what your getting is good, then saving a few pennies and ending up with unusalble media.
Some people say dog is mans best friend. I say that man is dog's best slave... At least that is what my dogs think.
