    You need

    1. Talent and creativity
    2. A good non-linear editor (eg. Vegas, Premiere)
    3. A good graphics editor (Photoshop)
    4. A good motion graphics editor (After Effects, Combustion)
    5. A good authoring app (e. DVD Workshop2, DVD Lab Pro)
    6. Patience and willingness to learn

OH, and did I mention talent and creativity ?

Or, you need DVD-in-a-box, with it's patented 'Make great DVD now' button.

    -LOL LOL LOL

May I suggest you do something? Of course it's not freeware but this dynamic duo is unbeatable. Buy Sony Vegas and DVD Architect. If you have PS (Photoshop), it's gonna be an unbeatable trio. You can make your fancy menus with Vegas....there are so many options. If you need some more transitions you can download Wax and its Preset Galleries for free.
You'll also be able to set multiple subtitles, multiple audio tracks and burn your media with DVD Architect. And of course, you can use PS to make buttons, and much MUCH more.

I use adobe premiere, photoshop, after effects.

To make really "fancy" or cool menus you'll need to composite video on top of video until you reach what you are looking for. Which is basically what gunslinger suggested.

    - I do agree with you about the money, but for the learning process I guess threre's no other alternative than that one of trial and error. Even if you go to a DVD University (despite the fact there's no such a thing), you have to try and try and try and study....
