Can DVD Decrypter rip a region 2 disc and let me burn it on a DVD-R so it can play on any DVD player? Or is there any way to do this? (i'm in region 1 land)

YES!!!!!!!!
DVD Decrypter will rip any region dvd, and if needed you can shrink and burn back to dvdr with W/E burning program you like and it will be region free.
However, odd's are good that the region 2 dvd is in PAL format and seeing as you are in NTSC land, the only thing you would have to overcome is if your dvd player will convert from PAL to NTSC as dvd shrink will not convert from PAL to NTSC.... conversion is a little bit of a time consuming project... although not as much so now as it once used to be....
