What do you plan to do with them? If you change the ending of the file from vob to mpg, they will essentailly be mpg files.

Not at all. They will still be VOB files. Changing the name (and/or extension) of a file doesn't alter what it is (but might fool some apps into opening what it otherwise (possibly for a good reason) would refuse.)

Have you tried it? If you change the file extension to mpg, the file will behave exactly like an mpeg. You can then load it into an mpeg only editor or authoring program.

I don't have to try things like this - I know them. Do you change if you change your name? Does a Word file become an Excel spreadsheet if you change the extension from .doc to .xls?

  6. Changing the extension of a file may cause the programs which open it to intrepret the file in a different way - possibly incorrectly. But surely the contents do not change.

This could be suggested to Microsoft. We could do away with the "Save As ..." option.
