The .m2v file *is* an mpeg. It is either an mpeg2 elementary video stream (no audio), or its an mpeg2 program stream with a rather misleading extension to differentiate it from mpeg1 .mpg files.
Open it up in the "simple demultiplexer" in TMPGEnc to check what it is. If its an elementary video stream then you can multiplex in TMPGEnc to produce a program/system stream (if you expected audio then you'll have to get it elsewhere though). If it turns out its already a program stream then you can simply rename the file.

A lot of MPEG-2 files are posted as m2v -- even though m2v *should* be the video only (it usually isn't)
you can convert it in TMPGEnc but you have to have an MPEG-2 codec installed. Installing DVD player software will NOT allow you to open the files in TMPGEnc you will need to get a stand-alone codec --- see the Tools section of this web site for the MPEG-2 codec. -

Unless its the wrong size there should be no need to convert (ie. transcode it) and it would not be a good idea as has a cost in quality. At best the file only needs renaming, at worst it needs to be remuxed, which can done in TMPGEnc - or bbMpeg if MPEG2 support has expired in the former.

if your DVD player does not support SVCD then there is a reason to convert it. I don't know what Datatubbe was looking to do specifically but there are some circumstances where you would need to convert mpeg-2 to mpeg-1
