Are there any program that allow me to safely remove an IDE Hard drive without messing anything up??

sounds like you are looking for a "hot swappable" type of connection (no need to turn off PC).
External drives allow this (I have firewire-400 and USB2 external drives that I can connect/disconnect while the computer stays on)
Depending on your needs, could you install one of those drive caddy's -- this will let you remove the HD, and put in another one -- you will still have to turn off the computer first...
